No Child Left Behind: Is It Worth It for Vermont?
Vermont's Governor Howard Dean recently suggested Vermont might not accept federal funds under the "No Child Left Behind" because the added costs in the mandated assessment and accountability measures might exceed the amount of federal funding. And Vermont already has good assessment and accountability, not to mention strong student achievement. He asked Vermont's school superintendents to help him analyze the situation. At least one superintendent, William J. Mathis, who is also a University of Vermont education finance professor, took up the challenge. You can read his analysis here.
