With offices in Harrisburg and Pittsburgh, PSRN was established in 1993 as a vehicle for bringing the public voice and commitment to shaping Pennsylvania's public education system through policy, media influence, and hard work from the grassroots. Through a strong state-local network, PSRN is able to disseminate research-based information on school finance reform, charter schools, academic standards, assessment, accountability, and other topics of importance to families, business, educators, and others concerned about public education issues. With support and funding through the Rural School and Community Trust, PSRN created The Partnership for Fair Chance Schools, whose mission is "to create a system of public education that gives every child a fair chance to learn and every school a fair chance to teach that which is already available in the best public schools of the Commonwealth." Leveraging a steering group of statewide organizations, the statewide partnership has worked to create county-based partnerships that will advocate for a better system of school funding and better use of funds at the local level.
